Feral Druid is not underperforming because it is hard to design. It is underperforming because nobody at Blizzard who has decision-making authority plays the spec, understands the spec, or appears to have read the years of detailed, technical feedback submitted by the community.
The pattern is consistent and documented: brief windows of accidental or borrowed-power viability, followed by nerfs or system removal that returns the spec to the bottom. Core gameplay issues — energy overcapping, poor target-switching, inadequate AoE — have never been addressed at the mechanical level across three expansions.
This is not a player skill issue. The top Feral players in the world are doing everything correctly and still underperform equal-skill players on other specs. The throughput gap at the absolute ceiling of play is damning evidence.
Feral Druid deserves a class lead who actually plays it. Until then, this website exists.
